HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS/LABOR REL) with Security Clearance Part Time
Duties * Provides Employee Relations assistance to managers for assigned organization of a complex nature. * As the Labor Relations Officer, takes an active role in carrying out the Labor Relations Program. * Provides consultation to senior management and supervisors on the procedural and legal requirements for correcting complex conduct problems and on issuing disciplinary and adverse actions. * Independently serves as the HR focal point for one or more employee relations programs. * Prepares written correspondence and other documentation, such as articles for publication in newsletters, briefings, reports, orientation materials for new employees, training courses for supervisors, policy letters, and comments on impact of new supplements/regulations/directives, local directives, and position papers. Upon the employee’s return you are subject to being displaced from this obligated position * Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-2, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include: In-depth knowledge of a wide range of employee relations concepts, case law, principles and regulatory requirement sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of conduct and performance problems. Knowledge and understand of complex Federal HR management functions, theories, and techniques; and the basic relationships of the various HR disciplines. Knowledge of in-depth legal research methods, information-gathering techniques, and analytical techniques sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered. Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
