The Learning and Evaluation Director provides organizational and network leadership to embed a culture of learning and continuous growth – connecting data, research, evaluation, and insights with decision-making – to improve overall effectiveness in Smart Start s implementation of North Carolina s vision for early childhood.
The Director works collaboratively with internal and external thought partners to establish priorities and strategies for evaluation and learning efforts and leads a team in supporting learning and evaluation efforts.
The Director partners with statewide agencies on collaborative improvements in early childhood data systems and provides an analysis of Smart Start performance and impact for the NC legislature and other public and private funders; maintaining an outcomes and equity-driven focus to embed the use of data as a catalyst for action to ensure better outcomes for young children and their families. Lead continuous learning and evaluation strategies. In collaboration with key internal and external thought partners, lead the development and refinement of the vision, principles, strategy, frameworks, and structures for learning and evaluation at NCPC.
Identifies priorities for in-depth learning and evaluation while supporting internal systems for data sharing; and develop specific tools and technology supports that anchor a culture of learning and innovation, both within NCPC and across the Smart Start network. Lead data collection, analysis, and reporting. To support a culture of data-driven decision-making for the Smart Start community, collaborate to create and manage data systems that measure key performance indicators, collect quantitative and qualitative data, and analyze findings to track performance towards NCPC s strategic roadmap targets at the population, partnership, and program levels. Work to improve collection of and access to aggregated and disaggregated data, highlighting priorities including racial disparities in the state and counties. Lead the data collection and analysis, data visualization, and distribution of population level data reports, and programmatic outcomes and outputs reports for each county. Support local partnerships to collect and report programmatic data to NCPC.
Ensure data-related training and technical assistance are provided to local partnerships.
Communicate analysis and findings of the impact of Smart Start. Identify, strategize, and seize targeted opportunities to share learning and evaluation findings publicly, for the benefit of the Smart Start network and the broader early childhood field. Ensure accurate data and evaluation results and research evidence are used to inform legislative and other external reports, and agency and Smart Start policy development.
Present data and findings to diverse audiences including NCPC Board, funders, local partnerships, and conference attendees. Oversee programmatic evidence, science-informed innovation, and data-driven assessment. Actively integrate an anti-bias lens and center equity in all data and evaluation processes. Support local partnerships in their work to align community needs and assets data, community demographics, intended outcomes, and selected activities and measures. Lead NCPC s work to provide regular enhancements to the Smart Start evidence guidance for evidence-based and evidence-informed programs. Plan and lead efforts for science-informed community-based innovations with local partnerships and the
Work across the organization to determine evaluation project objectives, and with contractors to ensure the deliverables are based on appropriate methodology, meet NCPC needs, and stay on budget.
Identify and cultivate partnerships with external evaluators and resources that are tailored to early childhood and the level of rigor required. Direct Agency Department. Develop a positive team environment and culture of curiosity, open communication, shared leadership, and on-going learning and innovation in thought partnership with local partnerships.
Coach staff with reflective supervision practices and align professional goals with explicit professional learning opportunities. Oversight of department and project budgets and subcontracts.
