The City of Lafayette, Colorado is seeking an innovative and progressive Chief Building Official (CBO) to lead the Building Division within the City s Planning and Building Department. This position will be responsible for leading and directing the work of the Building Division staff for the department.
The ideal CBO candidate will espouse our organizational values of accountability, community focus, innovation, integrity and teamwork while leading a knowledgeable and motivated staff of three FTE. The candidate will be charged with guiding the Building Division through a reevaluation of all department processes and procedures, identifying needed staff resources, and implementation of a new version of permitting software and online permitting. A key focus of this position will also be updating the City s building codes from the 2015 I-Codes to 2021 I-Codes with strengthening amendments to promote the City s sustainability goals and implementation of a community education program to help residents with routine residential remodeling projects that support reinvestment in our neighborhoods. The CBO will also be expected to perform plan review in support of staff.
The City is not only looking for a technically competent individual, but a leader for operational excellence, customer service, support and mentoring of staff and collaboration between departments in furthering the City s goals.
Our desired qualifications are a Bachelors degree in construction engineering or related field. ICC Building Plans Examiner certification required, CBO certification desired.
Five years of experience in the building inspection and plan review field, with additional experience in building construction, or the building trades field which has provided experience in reading blueprints, building codes, and use of reference material relating to codes with a minimum of 3 years supervisory experience, or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities. The hiring range for this position is $82,742.40 – $110,000 depending on experience.

Performs administrative, supervisory and professional work planning, coordinating and directing the activities of the Building Division of the Planning and Building Department.
The Building Official is the designated authority charged with the administration and enforcement of all building codes and ordinances.
Essential Functions Assumes full management responsibility for all building inspection, plan review, permitting and contractor licensing services and activities; recommends and administers policies and procedures.
Selects, supervises, and evaluates Division s personnel; provides or coordinates staff training; works with employees to correct deficiencies; recommends discipline and termination procedures when necessary. Administers, interprets and enforces the provision of the building codes and zoning codes as applicable in the course of building plan review and permitting.
Confers with Planning Division regarding development agreements, zoning regulations and other municipal regulations as they apply to building matters.
Issues stop work orders; abates dangerous building conditions; prepares and recommends new and modified building code provisions. Confers with engineers, developers, architects, a variety of agencies and the general public in acquiring information and coordinating building inspection and plan review matters. Conducts field inspections of industrial, commercial, and residential buildings in trade specialties such as plumbing, electrical and mechanical, structural and finish trade areas during various stages of construction and remodeling; reviews quality of materials and methods of construction used; ensures compliance with applicable codes and regulations of City, State and Federal agencies. Reviews electrical, mechanical, plumbing and other specialty plans and specifications to ensure conformance to laws, codes, ordinances and regulations; conducts field review of plans and specifications; authorizes changes in work procedures. Reviews and approves applications for building permits and contractor licenses; calculates permit fees; issues certificates of occupancy; answers inquiries and technical questions; responds to and resolves difficult and sensitive citizen inquiries and complaints. Investigates complaints regarding construction; issues stop orders in situations of deliberate violations or negligent compliance; maintains all records related to building permit issuance and inspections.
Oversees and directs Division s office operations and budget; maintains appropriate records and files, and administers permitting software and databases.
Assists Planning and Building Director in annual departmental budget; makes recommendations to the Director on annual division budget and exercise control over expenditures of budget and funds related to the Division. Administration of building codes including periodic updating and providing recommendations for changes to the code to advance the City s Comprehensive and Sustainability plans.
Coordinates with other departments in the administration of plan review and permitting activities.
Meets regularly with the Planning and Building Director to coordinate work assignments, develops operational and strategic plans for the Department as a whole, and addresses administrative matters internal to the Department s operations. Responsible for education and outreach with customers and the general population on building code, permitting and safety requirements.
